Police and Military ranks at PBOR level, how do they compare after the 6th CPC ?

-

There used to be some confusion of relativities at the PBOR level between the military and the police, but thankfully this has been cleared by the 6th CPC (you saw that right !!). This post is also in response to the humungous amount of queries received on the subject. Following is the order of ranks (with Grade Pay) as recommended by the 6th CPC and accepted by the Govt :-

(The amount in brackets is the Grade Pay)

Sepoy of Army = Constable of Police (2000)

Naik of Army = Head Constable of Police (2400)

Havaldar of Army = Asst Sub Inspector of Police (2800)

Naib Subedar of Army = Sub Inspector of Police (4200)

Subedar of Army = Inspector of Police (4600)

Subedar Major of Army = Asst Commissioner of Police (4800)

Assistant Commissioner of Police after 4 years of service (5400)

The above is a comparison of military ranks vis-à-vis grades of the Delhi Police. The two grades of Asst Commissioner of Police may create some confusion in the minds of readers so let me clarify. Officers of the Delhi & Andaman Nicobar Islands Police Service (Group-B), popularly known as DANIPS, are recruited by the UPSC through the Civil Services Examination. Such officers are appointed as Assistant Commissioners of Police (ACP) in Delhi but are Group-B officers. DANIPS officers are not to be however confused with IPS officers who can also be appointed to the post of ACP in Delhi. IPS officers of the Junior Time Scale (JTS) appointed to the post of ACP are in Pay Band-3 with a Grade Pay of Rs 5400 (equivalent to Lieut of the Army) whereas DANIPS officers are in Pay Band-2 with a Grade Pay of Rs 4800. After 4 years of service, DANIPS officers are also upgraded to a Grade Pay of Rs 5400 albeit in Pay Band-2. DANIPS officers, hence even when upgraded to a Grade Pay of Rs 5400 remain junior to IPS officers in the JTS and Lieutenants of the Army. DANIPS is otherwise a feeder cadre to the IPS and such officers when promoted to the IPS at Selection Grade Level (Grade Pay 8700) are absorbed into the AGMUT cadre of the IPS.

Specially for the naysayers. Before disputing the above data, please do visit pages 84 and 465 of the 6th CPC. Thank You.

And by the way, this blog is 100 posts old.

tpMy Dear fellow faujis,

It is astinsihing to think how how gullible and naive all of us are.Th ehigh level committe of ministers have been set up just to buy time and why the hell should we be paid as per SCPC rates when we had created a sensation by refusing the same????????

We never improve because we put faith in the netas and babus.........NEVER TRUST NETA,BABU,PANDU(POLICE) AND PATRAKAR(PRESS)........These babu bastards will again throw a spoke in teh works........DO NOT BE HAPPY.......THESE BASTRADS WILL GET YOU AGAIN........NEVER KNEW THE CHIEFS WERE SO SPUNKLESS.....

dear 3.16

9.41 was absolutly right. He is a wise man with lot of common sense

I still can't understand when the service chiefs met the PM on 13august, why did they only request for upgrading brig and full col to pb4, why didn't they request for upgrading Lt Col to PB4 at that moment as they are requesting now?

This entire mess has occured only and only because of neglecting Lt Col on that day, by the service chiefs ,while projecting the case to PM on 13th Aug 2008.

Pl think it over and offer comments if any for appreciation by the bloggers on this site

thanks

I fully agree the thought process of the individual commented on 27 sep 9.47 pm, but for the language.

Any one can comment and give the moral lecture.u know urself, in general the language use to vent out the feeling in armed forces is even filthy with an exception that u don't write it.

Do u think this is the reason of all of u being rated much lower than other services.

This kind of public comments on the blogs have only started after the anomalies. Think twice before giving sermons.

@ Maj Navdeep.
Do commissioned officers come in the ambit of "Public or Government Servants" or are they some other sort of servants.

Great effort by Navdeep to highlight the genuine cause of Armed Forces.Keep it up.One point missed out is that majority of IAS and IPS are corrupt and able to earn much more under the table than over it which has not been taken into account by the pay commission.............

What just needs to be done is give equal pay to all services at same service.
But give allowances based on hardships faced thence.
This does not mean funny allowance to IAS like HQ allowance when posted in HQs and deputation allowance when in Delhi.
They must be equal for all.
Unfortunately Separations, Hardships,Kids edu, frequent transfers, no choice in postings, no state cadre, early retirement and last but not the least A Fauji having surrendered his fundamental rights are the causes to be studied to grant pay and allowances.

sir your blog has highlighted the various points for the welfare of the officers but not for the PBORS.Our officers are not looking interested for the benefit of PBOR.In sixth pay commssion officers has set up their their militory service pay 6000 but for the pbor it is 2000.Sir my point is that all officers and Jawan are facing the same service conditions so why so much discrimination on militory service pay.

The Rank Equivalence has been created based on the Grade Pay.

So this comparison between Police and Army Ranks could have been extended more to the Officer Rank based on the Grade Pay.

Lieutenant= Assistant Commissioner of Police (Grade Pay 5400 -level 10)
Captain = No Equivalence (Grade Pay 6100 -level 10B)
Major = Additional Deputy Commissioner of Police (Grade pay 6600 -level 11)
No Equivalence = Deputy Commissioner of Police (Grade Pay 7600 -level 12)
Lt. Colonel= No Equivalence (Grade Pay 8000 -level 12A)
Colonel = Deputy Commissioner of Police [Selection Grade] (Grade Pay 8700 -level 13)
Brigadier = Deputy Inspector General (Grade Pay 8900 -level 13A)
Major General = Inspector General (Grade Pay 10000 -level 14)
Lt. General HAG = Additional Director General (HAG scale of 67,000-79,000)
Lt. General (HAG+ Scale) = Director General of Police (HAG + scale of 75,500–80,000)
Lt. General appointed as Vice Chief of Army Staff = DGP (State Police Chief)/DIB/Director CBI/DG of BSF, CRPF, SSB etc (80,000 fixed)
General = No Equivalence (90,000 fixed)

But according to the Warrant Of Precedence, this Rank Equivalence may turn out to be incorrect since the Lt. General belong to Rank 24 while the DGP belongs to Rank 25.
But it should also be noted that the WOP is not always relevant in day-to-day actions of the Government. The Cabinet Secretary belongs to one rank higher than the COAS. But their Pay Scales are equivalent and that's why both these two ranks are equivalent.

There is always an unambiguous equivalence between the Civil and Military Ranks but some personnel from both these two Services often alter it by downgrading the Ranks of others' Service in order to satisfy the Ego.
