The level of decision making

The spat between the PM and the Leader of the Opposition again shows how lower echelons of bureaucracy continue to rule the roost.

This has been discussed here before. The PM was made to understand by ‘file initiators’ that the report of the Committee of Secretaries has been implemented in toto. But that, in reality, is not the correct position. While the minor recommendations stand implemented, the most important of them all, that is, improvement in pensionary benefits of pre-2006 PBOR retirees is still in the mix.

This is what ambiguous notes in those caustic noting sheets can do to us - misguide even the PMO. No offence meant but the government is being run by the army of desk officers, section officers, under secretaries and deputy secretaries.

Beware of the note maker. And long live the Reverse Pay Commission.

RIGHTLY POINTED OUT BY MAJ NAVDEEP.THE VOICE OF ALL PRE-2006 PBOR IS WELL CONVEYED.THE COS REPORT ANNOUNCED IN 07/2009 IS YET TO BE IMPLEMENTED. AND TO THE HORROR OF ALL PRE-2006 PBOR THE PM ASSURES THE HOUSE ABOUT ITS IMPLEMENTATION IN TOTO. WHAT SORT OF DEMOCRACY V R LIVING IN.
AT LEAST NOW IT IS IN THE KNOWLEDGE OF PM ABOUT NON IMPLEMENTATION OF COS REPORT OR NOT ???? LET US HOPE SOME GOOD NEWS SHOULD COME UP FOR ALL PRE-2006 PBOR.

Well said.But I lament to find that those,who are feeding words in Sh L.K.Advani's mouth, have never supported or demanded this benefit for JCOs. and below.

A sorry state of affairs. Every demand for improvement of service members benefits should not be met with allegations of "Coup", and "Rift between services and government".

In the end, the situation obtaining is starting to look rather like the boy who cried "Wolf!"

You are absolutely correct.You must have read my comments dt. 7-3-10 and also understood what I mean. The persons creating ruckus stand on both sides.Bureaucrats are not feeding the correct information to hide their inefficiency and managers of the organisation spearheading this movement are not faithful to the major chunk of veterans(JCOs. and below who count for 96%). In news, they project that Govt. has not given any benefit to JCOs. and below where as they, themselves, are opposing CoS. report tooth and nail.You may go through the memorandum they are going to submit on 14-03-2010 in which they have rejected the CoS report and again asking OROP which the Govt. has rejected in unmincing words. You will see that if the govt. is not wise enough to notify Modified Parity in Pension for JCOs. and below by 14-03-2010,the memorandum will act as catalyst agent for further delay as their Memorandum dt.14-12-2009 proved to be a major factor for delay in notifying Modified Parity in Pension so far. God save (JCOs. and below).
