It seems that the govt has finally decided to do away with the Group-D category of employees in consonance with the recommendations of the 6th CPC.
The DoPT has initiated model rules for recruitment to Group-C posts which can be viewed by clicking here.
Group-D posts (formerly known as Class-IV) would no longer exist in the hierarchy of the central govt and the first stage of employment shall now be in Group-C with the Grade Pay of Rs 1800.
The minimum qualification for recruitment to Group-C posts shall be matriculation or ITI for posts requiring technical expertise.

This is a very good move from faujis point of view.
The lowest level to which we can now be downgraded is restricted to ONLY GROUP C !!!

the major reason for systematic down-gradation of armed forces is a conscious decision on part of govt of India for the two reasons
1. maintaining a large army is very costly .
2. so while keeping a minimum deterrent for our enemies , govt want to downsize the armed forces .
2.for internal security govt is
trying to upgrade para military forces .
4 . so efforts are on to strengthen paramilitary at the cost of armed forces .
5. after downsizing the armed forces the money saved can be used to improve or economy .
6. proof no major up-gradation or weapon system has been inducted in armed forces in last 20 years .
7 . on the other hand , the skills and status of paramilitary forces constantly improving

In any mature democracy, POWER(administrative structure) and LEADERSHIP (military structure) are seperated, and interact with each other "causing friction" within permissible limits.
PMF creation, employment and upgradation also come within the ambit of sustaining POWER and it will do everything within its means.
Only when crisis envelops POWER it seeks aid from LEADERSHIP.So to say, that when POWER fails and seeks aid, LEADERSHIP rescues the situation, stabilises it, withdraws itself and POWER functions again.
In our country, military structure's lack of exhibitive leadership is the cause.
And the maxim from CHANAKYA sums it all beautifully:
Think 10 years-plant a tree;
Think 100 years-bear a son;
Think 1000 years-develop LEADERSHIP.
For a start if "AID TO CIVIL AUTHORITIES" can be re-named as "LEADERSHIP AID TO CIVIL AUTHORITIES", maybe then, in times to come, "change" is felt.
@Fighter: No. No takers for your view. The money by downsizing AF saved is small, compared to the amount embezzeled by the bureaucracy in a year.

As per Page - 2 Hav garnted rank of Hony Nb sub shall be allowed pension of Rs. 226/-.
One side govt has issued orders that Hav granted Hony Rank will be given MINIMUM pension RS 7750 equivalent to Nb sub. is it not confusing.
