Officers of the civil services have been frequently enquiring as to when would they be placed into Pay Band-4 based on the system of Non-Functional Financial Upgradation promulgated by the Govt of India after the 6th CPC. This seems strange since the batch-wise instructions for placement into PB-4 were issued more than a year back and it appears that the same have not been given full effect by some departments.
As far as the latest batch status is concerned, in this regard, the Govt of India (DoPT) has already floated an OM dated 04-01-2011 which has been circulated to all Ministries and Departments stating that IAS officers of the 1996 batch stand posted as Directors Govt of India, and hence all batches of the year 1994 and earlier of other organised Group A Civil Services are to be considered for non-functional upgradation to Pay Band-4.
It may however be remembered that all such upgradations are purely non-functional with no bearing whatsoever on status.

Maj Navdeep, Any idea WHY NFFU is not YET implemented for Armed Forces Officers, when MACPS is applicable for PBOR and other GroupB services in Civil, NIFFU for Gp-A in Civil, but nothing as of now for Armed Forces Officrs?

I think this issue relates to only civil servants as Indian armed forces are not part of Organised Group-A Civil Services. BSF,CRPF,Assam Rif....all are part of Organised Group-A Civil Services but Armed forces are not civil services ...hence the government doesn't wish to grant this to them.
further, I have a feeling that MOD also is not interested in giving this to the faujis. also lots of Army Top Brass (People who matter in Army Hqs) don't want this to come through.....NFFU & DACP are like brothers and should be implemented....ORDANAnce Factories have already started their DACP upto Grade Pay of 10000....
When asked why this NFFU or DACP are not applicable to faujis, you get the reply that faujis are getting MSP. If you calculate the MSp is much lower than the total of grade pay difference and the transport allowance of Rs 7500/- applicable to the officers getting grade pay of Rs 10000/-. Leave aside other benefits like business class travel etc that too without any responsibility being Non functional. What a luck! When it comes to bailing the country out of any crisis, defence forces are best organised but for pay and allowances they are not part of Organised Gp A services. What a pity!

Your apprehension is misplaced.
Grant of NFFU does NOT result in re-designation or higher appointments. NFSG is different than NFFU.
A person getting a higher GP under the NFFU retains his/her actual designation and status. An EE shall remain an EE even with a GP of 10,000.

As per rules, an organised Group A Service is the one which is headed by its cadre officer and Controles the Cadre or has a cadre controlling officer.
By that definition CPOs are not Group A services but the three Services should be Group A Services. Though "Commissioned Officer" has no equivallance, still the three Services meet all criteria to be called as Group A Service or even better as All India Services.
Why then rules of All India Services may not be applied to Armed Forces officers?
Secondly, it has been laid down that seniority within a cadre or in inter cadra functions will be ditermined by Grade Pay. Therefore, your saying that "A person getting a higher GP under the NFFU retains his/her actual designation and status. An EE shall remain an EE even with a GP of 10,000" is a bit confusing.

Its surprising to read that all CPOs are organised Group- A civil services. Armed forces commissioned officers are not org.
If 6th cpc has coined this idea and the govt has accepted this, why not for Armed forces commissioned officers? Similarly in Armed foirces there are so many officers who are selcted by promotion boards and approved by govt and empanelled for higher ranks have gone home without getting the promotion due to want of vacancies in that particular Arms or corps with out keeping the overall sanctioned post of shall we say Brigadiers or Maj gen. All these short sighted policies need to be sorted out and a organised group_ A civil services friendly policy should also be made applicable to Armed forces commissioned officers.

I feel Manish is right, though this upgradation is non-functional, but is has a financial effect.Same is the case in other interservice organisations. Moreover, none of these guys will be financially affected even if they are overlooked for any reason, which invariably does not happen. In fauj the ratio of prmoted to superseded officers is very high. How do we keep the satisfied as the superceded Service Officers are not entitled such privileges, which hurts more financially as well as morally.

in police services or in central para military forces like crpf or itbp etc , which scales are NFSG scales .
is there a change in rank and or insignia worn at shoulder when there is promotion or elevation to a NFSG scale

Good question.
The term NFSG is widely misunderstood.
In the Group A hierarchy, NFSG usually refers to GP 8700, but the said scale is not non-functional in all services. For example, in IDAS, the appointments held by JAG and NFSG are the same, and hence the scale is known as NFSG, however in other services, it can be very much functional. Even in the three All India Services (IAS, IPS, I Forest S), the scale is known as Selection Grade (and not non-functional selection grade). Besides, Offrs with GP 7600 are empanelled as Dy Secys to GOI while those with GP 8700 with 14 + years of service are placed as Directors GOI. IN the CPOs also, the scale is fully functional.

which uniformed services are still having NFSG scales and what is the rank and insignia for these scales vis a vis the feeder scale , is there an elevation in status in any manner .to my knowledge gp 7600 in engineering services is NFSG . the SSP in police service is NFSG with gp of 8700. kindly clarify if possible

Maximum gainers in this are CPOs alibe Paramilitary.They are civil Gp A service and will enjoy NFFU and will still be called Para military so that they can now demand some thing akin to MSP viz PMSP.

Civilian Gp A Medical officers under DGAFMS are still waiting for the implementation of DACP and to be placed in the NFSG scale/ SAG scale for more than a year.No positive reply is received from the said office in this regard. this is very strange that Ordnance doctors have already received the scale. I have gone through many posts and found that there is a misconception that civilian doctors have already got the benefits of DACP which is not correct. can you please guide us in this matter?

Transport Allowance of Rs 7000/- plus DA on it is allowed only on Functional promotion to a post with Grade Pay of Rs 10,000. The Ministry of Finance has given clarification in this regard. So no enhanced Transport Allowance is admissible to officers drawing a Grade Pay of Rs. 10,000 on Non-Functional Financial Upgradation basis.

In the present context of OROP and service conditions, it is amply clear that Class 'A' services in the name of NFFU has secured the minimum grade of Director after 17 yrs of service. Eventually all IAS officers will retire minimum of Jt Sec and largely as Secretaries, Chief Secretaries or Cabinet Secretary. This is not the case with Commissioned Officers of the Armed Forces surely ther is scramble for IAS,IPS,IFS and the like. Let us hope that 7th Pay commission do something about it or it will be silent as no reference has been made.
