Property details of All India Service officers (Indian Administrative, Police and Forest Services) as well as other Group A Central Civil Services officers are soon going to be online. The details shall be as they existed on 01-01-2011.
The DoPT has also proposed disciplinary action against those who do not provide their details. The deadline for availability of details has been set as 01-06-2011.
A similar exercise can be expected for commissioned officers of the defence services very soon.

A very important step in the right direction will certainly curb corruption I hope.
Good step indeed but will be useless until commissioned officers of armed forces including MES etc also brought under the perview of such act.

Empowers HCs to review tribunal orders
In a ruling that has wide ramifications on adjudication of service disputes pertaining to the Armed Forces personnel, the Delhi High Court has ruled that the High Courts are constitutionally empowered to review decisions by the Armed Forces Tribunal (AFT).
The Armed Forces Tribunal Act 2007 had stipulated that appeals against AFT orders would lie directly with the Supreme Court. “The AFT, being manned by personnel appointed by the Executive, albeit in consultation with the Chief Justice of India, cannot be said to be truly a judicial review forum as a substitute to HCs that are constitutional courts and the power of judicial review, being a basic feature of the Constitution, under Article 226 and Article 227 of the Constitution is unaffected by the constitution of the AFT,” a division bench, comprising Justice Pradeep Nandrajog and Justice Suresh Kait ruled yesterday.
why should it be for defence officers...they are not from group A central civil services...Will government give defence DACP....Put equality in all senses....govt should equate everything in true sense....yeah it should be there for HAG/SAG...etc...
This is a wrong step. It is unnecessarily intrusive into the privacy of officers personal lives. Not every man is wealthy from corrupt means. Some have ancestral wealth. Some marry into wealth. Some inherit it. Its not fair to lump every person of means into the "corrupt" category.
Those having the right reasons for holding wealth will never have any problems.It is the individuals holding ill gotten wealth will be the target for exposure, scrutiny and punishment.
Ideally wealth details of all income tax assesses should be on public domain, not just of mere government employees or uniformed defence officers.

There is no reason to ventilate ire. If the practice is adopted what will be of interest is not what you hold on 01 Jan 2011 but what is incremented in the year 2011 which shall be disclosed in the state as on 01 Jan 2012.

Property details MUST reflect PAN of income tax as well and a cross- check done on a sample basis by income tax authorities All retired Armed forces Officers above the rank of Major Generals and equivalents must also be brought into the ambit of this order who retired during last 5 years.
Every one - President, Judges, all elected representatives and all others appointed by govt and who get paid for their services by govt. must declare all movable and immovable properties in his/her, wife/husband, son and daughters name every year. These declarations and IT returns must also be in public domain, to know if any of them is hiding any thing.
A real good step.
All those who get even a single penny from pubic exchequer, must be subjected to such declarations to their own department as well as through income tax returns.
This must include every one from a Peon to President of India.
Random detailed check of sources of yearly increase must be mandatory,may be just .01% numerically.
Examplary punishment ,in addition to confiscation of unaccounted/unexplained assets is the need of the hour.
A lot is being written regarding declaration of property (moavable and immovable assets etc ). Why are we harping on class A civilians etc etc only , Armed forces officers above and below a certain rank, Judges and President and so many others . I think what we need is a law ( IT or Revenue or any new one ) to ensure every Indian citizen ( above the so called powerty line )to declare all his /her assets. It is not the poor salaried class who only cheat (if at all they can from their meagre income ) but the buisness community who never declare their true income. What ever the law , there must a method to ensure that it is implemented properly.

A true citizen and real officer is one who does his duty without any fear or favour..is loyal only to the constitution of India, Army Act and Army Rules etc and NOT to any individual / boss etc...
Luckily Army / defence Forces are the safest place for such honest and sincere officers, if we compare the nuisance prevailing in other services..
so be brave , accountable to oneself and loyal to your mother land.

grr8 welcome move, y rules b different 4 defence officers, everyone should b made to declare its assets. Transparency should be 4 all whether it be MES, IAS, IFS or armed forces officers.
While in Service the Army Pers do reflect the details about The acquisition and disposal of Movable and Immovable property.
After retirement their File is transfered to the permanent address IT jurisdiction.They should maintain and update it as and when required. Hope they are not harrassed or victimised for trivial matters. Most of the IT officers are very courteous and helpful to defence pers and we should help them to help us

@Hyperion - why fear if there is enough evidence that it is inherited and also that it proportionate to known & declared sources of income?
GoI must also investigate how a politician who declared a negligible assets in the previous election now has assets many times over!
Also what is the punishment for the IAS/IPS/IFS - their vigilance clearance will be held up!!! Why not prosecute them in Courts instead of the Departmental Inquiries that never see light of day!

I don't know how many of you are aware that once upon a time Armed Forces Officers were supposed to file a report every time they made a purchase of Rs 25000/- and above. AFO .../77 in the IAF. It died a natural death. Also, Group A Civil Servants are supposed to do it each year by default. I remember seeing a PDF file with the names of around 1500+ Officers who hadn't filed the return two-three years back. No time I guess.
