Why are Lieutenants, Captains and Majors of the Army (Pay Band-3 with Grade Pay of 5400, 6100 and 6600) being posted as Barrack and Stores Officers (BSOs) which is an appointment tenable and routinely held by Group-B (Class-II) Civilian officers in Pay Band-2 with Grade Pay of Rs 4600 equivalent to a Subedar ? (ABC)
Well, nothing repeat nothing can stop us uniformed services from the path of self-destruction, is all I would like to say on this one !!! Not only this, Time Scale full Colonels and Lt Cols are being routinely posted on GP 6600 appointments, and Majors are being routinely posted as AGEs which are appointments tenable by officers with GP 4600 and GP 5400 despite orders by the AFT deprecating this practice. Sometimes senior Majors are being posted under civilian officers who are actually their juniors. But rather than maintaining our dignity or complying with Court orders, we like to continue with an adhoc bandobast while listening to civilian staff in the Services HQrs who misguide us no end to ensure in turn that military izzat loses the little shine that is left by the 7th CPC. Don’t wait for 2016, you shall be thoroughly disappointed !

Is anything being done to counter the idiotic and ILLEGAL attitude of service HQ (ARMY being the BIGGEST culprit), in postings of junior officers vis a vis civil officers?
Maj Navdeep, if you wish to do something helpful, please post a detailed procedure for what to do if one is posted in such a manner, and is UTTERLY FRUSTRATED enough to want to make an issue out of it. How to proceed? What authorities to quote? Who to address ones ire at?
The clowns who order such postings, are also the ones who are crying about shortage of officers in the services. No wonder it gives a handle to service bashers to claim that the shortage of officers is a fraud!
IT is not only the clowns who order such posting but also the CLOWNS who accept. What stops a Capt/Maj/Lt Col from filing a case against such postings? When SE were being placed under Lt Cols they went to court and reversed the order. Also the IDES boycotted the E-in-Cs farewell to show their culture. GOOD GUYs DONT WIN ??????? THEY DO ONLY WHEN THEY ARE GOOD AT KICKING BUTT!
@Anon above: Quite right. But here, it becomes a case of cowardice. Army officers are aware that their careers can be damaged by such action. IDSE know nothing can touch them. The whole Indian defence setup in the MoD is rotten, with the ministry actively working against the services. It is a disgusting situation, and MoD is broken beyond repair, and needs to be consigned to the dustbin, with a new system to be worked out.
The way our learned pay cells have been performing at the pay commissions( Specially 5th and 6th)the thought of separate pay commissin for armed forces really scares.Till now we could compare with civilians counterparts and could get or at least complain when not rewarded appropriately.Now God only knows what will happen when the uniformed intellactuals of services pay cells put up our case to the Armed forces pay commission.
Ultimately babus will have the last laugh it seems.

An officer with self respect does not bother for promotions ,works for the country and abide by the law and constitution of India.

has any body tried know the reasons for such downgradation .
let me explain some probable reasons .
after AVSE all capts become major in six years , all become lt col in 13 years . next promotion from lt col to
col is very slow . so there is glut at maj and lt col level , .
suppose there are 100 posts meant for lt col , but if at any one point of time there are 150 lt cols , then what is the way out . after adjustinfg 100 lt cols there are still 50 lt cols spare , so in my view they are posted to post tenasble by majors .
on the other hand there is no situation with civilians . so in mixed organisations there are always problems . this situation creates problems for civilian officers also . suppose an AEE is posted as AGE vis a vis a Major , then major always get priority over AEE whilw both are doing same jobs . but major get more priveliege of services .
actually writing was already on the wall at the time of accepting AVSE recommendations .
govt order already specifies posting of lt cols can be done on the posts tenable by majors .
main problem is noting but of heartburn on both sides . but for totally opposite reasons . one thinks that i am being posted on a lower rank post , other thinks that
a person doing same job is consider senior to him .
any body may find a different reasons pl specify .
i dont think it is a result of a conspiracy of civilians toward armed forces

If we have shortage of Captains and majors as is repeatedly being said then how are we able to spare these ranks for a post tenable by JCOs eqvivalent.Is it not because of these stupidities that IDAS people care a damn and can get away with their ways always.In fact our top brass first needs to come out of this self defeating synodrome and see reason.There is no harm in accepting ones mistakes and specially when it is so obevious.

Reason given for posting capts & majs as BSOs, a post tenable by Gd 2 officers does not convience when on the other side we say that there is shortage of officers in these ranks.How can then they be spared for lower grade jobs when vacancieis in their own grade are lying vacant.
because regiments are still sort of officers on hard scale ,
because everyone like to be posted on soft postings in MES and other mixed organisations
pl check in engr regiments how many offrs are posted v/s authorisation .
is any lt col is ready to leave the post of GE or OC RCC , ans is clear no
because top brass want to have foot hold / control in MES and BRO even if their own house is ruined

Our sincere thanks for clearing maximum doubts of defence personnel.
I have a small doubt about Disability pension. One of our relative expired in 1994 due to suspected AIDS while serving in Army(Sepoy) He just served less than 10 years while he expired. The widow is just getting family pension of Rs. 3500+DA as pension. Do you expect any change in her pension due to recent change of policy(Disability Pension) announced in Nov 2010.

Is there any court order on pension for the armed forces personnel who served for 10 years?
I read in your Q & A blog that qualifying service to earn a pension for a SSCO with pre commissioned service is 12 Yrs what does it means? Does it means the total of commission and pre commission service equals to 12 yrs OR commission service 12 yrs and pre commission service 08 yrs comprising 20 yrs in total. Personal question if u feel imp to ans my pre commission service is 3yr 11 mth now how much more i have to serve to get pension? I read the following column on pcda p allahabad site. Thank You.
(PENSION TO EC/SSC OFFICERS
Serving JCOs/Ors including corresponding ranks of the NAVY & AIR FORCE granted EC/SSC will be eligible for retiring pension after 12 years of qualifying service (without weightage) actually rendered.
Note: ECOs/SSCOs retiring after rendering actual qualifying service of 12 years and more but less than 20 years will be granted Uniform weightage of 5 years and those retiring after rendering actual qualifying service of 20 years and more will be granted rank-wise weightage as mentioned in para-5(b)(1) of Govt. of India, Min. of Defence letter no. 1(6)/98/D(Pen/Sers) dated 03/02/98.

I HAVE SOME ISSUES TO SHARE
1. WHY THERE IS ONLY RESERVATION/RELAXATION OF EXSM (IN OR RANKS) FOR GP C / D POST AND ONLY 5 YRS FOR SOME GP B / A POST IN GOVT JOBS WHICH PROBABLE NO ONE CAN FULFILL (EXCEPT OFFRS). TO MEET THE SECOND CRITERIA U HAVE TO JOIN THE FORCE AT THE AGE OF MAX 15 YRS (!!!!!). IT IS VERY ANNOYING AND DISHEARTENING, FOR MAY BE FEW OF US WHO HAVE THE MERIT AND ACADEMIC QUALIFACATIONS BUT CANT EXCEL. IT SEEMS TO ME LIKE OUR CASTE SYSTEM NO IMPROVEMENT.
