Need to keep our eyes open - Part III

I have been forced into Part III of this post. And I am sub-dividing it into three :

1. Readers would remember this earlier post on UCO Bank. The said bank has again issued an advertisement for Security Officers seeking defence officers with 5 years’ commissioned service or Inspectors (equivalent to Subedar) from the CAPFs. Even Sub Inspectors with 8 years’ service have been made eligible. For the same posts, most of the other banks follow a QR of 5 years’ Group A service in the rank of Assistant Commandant / ASP or above for the same post. The advertisement has appeared on Page 10 of the latest issue of Employment News (01-07 Oct 2011).

2. An advertisement for the appointment of Canteen Manager at Yol Cantonment @ Rs 7000 per month has prompted the owner of a security firm to write a strongly worded letter to local military authorities. The provocation – our very own people have sought retired officers of the rank of Col / Lt Col / Maj for the job carrying a remuneration of Rs 7000. The security firm proprietor, a retired army officer, has pointed out that even security guards are paid more than this and steps like these would lead to degradation and exploitation of our own. He is right !


3. The Intelligence Bureau (IB) has sought officers of the rank of Major (GP 6600) for appointment as Security Officers / Tech (GP 5400) in the latest issue of Employment News on Page 14. The QR for the same post on the civil side is that a civil officer holding a post equivalent to a Lieut (GP 5400) can apply and so can a civil employee with 5 years of service in a post equivalent to a Subedar (GP 4600) or with 8 years of service in a post equal to a Naib Subedar (GP 4200). Hence in the ultimate analysis, a Major is being offered an appointment tenable by his civil equivalent of a Naib Subedar.

I have stated it before in my earlier post referred above, I’ll repeat it again – corrective action is not possible till the time the Services HQ postulate a dedicated cell to keep an eye on such issues.

Well, why is service HQ so useless at maintaining its officers status? Particularly, Army HQ?

People in Army HQ do not seem to be interested in what happens to other officers .They are interested only in their own promotions and good postings for themselves .God save us .

Dear Mr Navdeep sir,
1. The Service officers while in superior positions of decision making, do not bother as to what happens to ex-servicemen (retired). They feel the pinch after retirement by that time the birds have already emptied the field.
2. This is truth for Services, where do we go !!!

Dear all,

Lets not blame the whole world for or limitations. There are officers who do not bother about the overall status of fraternity.Mistake is that we tend to become individuals when we dawn the uniform.trust me your worth is recognized outside provided you are worthy.Problem is that some of us are worthless.let us not call the kettle black when we ourselves are worthless. I know many and i myself is working on a good package in top corporate house with great dignity and chest high as a proud defence services officer and command lots of respect from all quarters. Problem is with individuals and not with system.Its a question of WORTH and mind you worth is always noticed.when you come out please forget that routine of FAUZE....Please deliver and get respected and in turn let people say that Fauzi officers are different.

When the organisation itself lowers the status while advertising jobs for retired officers how can we blame others. We must first put our own house in order. ESM organisations must collectively impress on the Army HQ to lay down monetary and status norms for employing ESMs

This is only the dark side of the story.It will be interesting to find out who are the people behind laying down guidelines for such jobs.

THIS IS ALL HAPPENING DUE TO THE GRADE PAY RUCCUS CREATED BY THE SIXTH PAY COMMISSION. GOD SAVE US. I MEAN THERE WAS NO NECESSITY TO CREATE A GRADE PAY NO MATTER WHATEVER THE JUSTIFICATION. THE GRADE PAY SHOULD NOT HAVE BEEN CREATED FOR CIVILIAN GRADES AT ALL SINCE RANK N COMMAND EXISTS ONLY IN THE SERVICES. THEREFORE GRADE PAY SHOULD HAVE BEEN RESTRICTED TO SERVICES ONLY. THE GOVT HAS ONLY CREATED A MONSTER THAT HAS ONLY UNDERMINED THE SERVICES.

I disagree with Lt Col DK Dahiya the competence comes with opportunity given a fair deal most of us may prove our worth,this is the anarchy of our top bosses who do not push enough. a civilian retires at the age of 62 where as an officer of Defence forces mostly is forced out at 54 years.
Why cannot the parallel absorption in public sectors/government jobs with preservation of last pay drawn be pursued .
unless our Chiefs fight hard for that nothing is going to move in political or bureaucratic circles.

Come 7th pay commission which is going to be decided in house pay we will die fighting our false egos and the bulk of the officers will be left high and dry for I, me, myself attitude of our senior officers too.

Sir,

So in essence what you are saying is NO corrective action is possible because the star-spangled, ivory tower residents heading concerned directorates in SHQ have No time/inclination/knowledge to look into such petty (for them) issues for they only look up and NOT down. In any case, the higher you go the more detached you become from the existing ground realities, is it not true?

Why to bame only our bosses, even the otherwise erudite Monty Alhuwalia badly floundered in fixing Rs 32/day poverty cap!!!

1. All of you miss the actual point. It is a sheer question of demand and supply.
2. There are more retired Offrs/ PBOR who are on the wrong end of thier workspans and thus want jobs. Hence the degradation.
3. Why can't the top brass fight the harsh reality of early retirement of 98 percent of Army personnel with the same vigour as they fight thier DOB,Promotion etc

The minimum length of service required in the eligible scale will be one year for internal candidates, and two years for others as on the date of vacancy.
(b) State Public Sector Executive
Executives working in companies where the annual turnover is in excess of Rs. 50 crore
(c) Private Sector Executives
Private Sector Executives must fulfill each of the following criteria:
(i)
Executives working in companies where the annual turnover is in excess of Rs.50 Crore
(ii)
Executives working at Board level position or non-board level position reporting directly to the Board i.e. one level below Board;
(iii)
Executives working in Private Companies listed on Stock Exchange.
(d) Government Officers
Provided that notwithstanding the qualifications and experience prescribed, Government officers of the level of Director in Govt. of India or on equivalent scale of pay or officers of the level of Brigadier in the Army or equivalent rank in Navy/Air Force on the date of vacancy with adequate experience in the relevant field will be eligible for consideration on immediate absorption basis.
4. DURATION OF APPOINTMENT
The appointment shall be for a period of five years or upto the date of superannuation whichever is earlier.
5. SUBMISSION OF APPLICATIONS
Prospective candidates from the Central Public Sector and Government officers shall send their applications, through proper channel, in the format at Annexure I.
State Public Sector Executives/Private Sector Executives shall submit their applications, in the format at Annexure II, alongwith

Check PESB website and vacancies.....all your doubts will be cleared...they ask for Maj Gen and Brigs for GP of 8700 and we are so incompetent that we even apply for these posts.......WHOM TO BLAME....OUR Chief is interested in clearing himself that he is supporting truth and the rest of the Army gets degraded by all......

Same is the case with regards to the reservation policies of the Central Govt. PBORs are given reservation only in Grp C and D posts despite being eligible to apply for the posts of Grp A. With the increase in educational standards in the defence forces some change of policy in this regard is required.
