Fresh information on Car sales through CSD


The Deputy Directorate General Canteen Services (DDGCS) at the QMG’s branch has issued a fresh letter reiterating the ban of car sales through CSD on account of budgetary constraints.

The letter issued on 22 Feb 2012 however states that despite the ban, the directorate has been authorised to grant permission on case to case basis and for this a special ‘Car Sanction Cell’ is being established.

The Cell would be manned by a Section Officer who would be available on telephone numbers (011) 23092563 and 23093572.

Irrespective of rank, anybody who is desirous of buying a car through CSD can apply to the DDG CS with an application with the following particulars :

(a)  Date of car last purchased from CSD
(b)  Reasons for requirement of the special sanction
(c)  Make and Model of the car required
(d)  Name of depot from where the car is required

The letter reiterates that the ban would be lifted completely when the budgetary situation improves but till that happens this adhoc arrangement shall continue.

Sad state of affairs. individual pays for car > money goes to the dealer > state govt exchequer looses the tax. its a perfect close loop system. i fail to understand how can a budgetary constraint happen if an individual is pitching in money himself, unless a complicated system is introduced by forces for some motives. Another reason for budgetary constraint can happen of course if canteen is giving cars free of cost to faujis which may happen only after 100th pay commission?

  2. Creation of special cells in defence services canteen spells corruption. The kith and kin of the staff and people in formation staff will have access to it. Poor foot soldiers what about them.

  3. The only constraint appears to be an all pervasive lack of sensitivity amongst the higher rungs of the channel responsible to their assigned role of delivery of a valid and entitled benefit. Someone needs to explain what is this 'budgetary constraint', how it arose, who's responsible and when is the individual to be court martialled. And, then we go blaming the political and bureaucratic set up!
    What about other 'white goods', one wonders.

Apparently the draft given by indl goes to consolidated fund of india. dealer is paid immediately by CSD but reimbursement to CSD comes much later from consolidated fund, blocking the money of CSD. However all is not clean in this matter. There appear to be undercover understandings by officials as the problem is not that unsolvable.

    You say in the above article that SAG is not equivalent to Maj Gen, but in Ministry of Railways any officer who reaches SAG is eligible to hold the appointment of Executive Director Railway Board (ex-officio Joint Secy, Ministry of Railways). And after serving as ED, he can be transferred back to zonal railways and posted as Chief Engineers etc.
    And they can also be appointed at JS level posts in other ministries.
    Example: Mr NK Jain, IRPS 1986 is Director (Personnel), Air India (JS level post).
    Can you please explain?

What I heard was that CSD procurements have been stopped because of a scam in which CSD officials made crores by getting cash from service personnel (viz the DDs) into the CSD accounts and re-investing it for profit while delaying payments to dealers. The crisis was precipitated when the stock market crashed and some dealer's couldn't be paid.

  10. Well, all said than done, now th epoint is how many days will it take for a sanction to come? Is it sure i will get the sanction? There is so uncertainity even with this so called budgetary limitaion sanction....can anyone tell me the time taken in this procedure?

      See what they have done to csd ...i fail to understand when individual pays in full and in advance for car... what budgetary allocations are they talking about...?

  12. All these privilages : "waiting period for CSD items ,ban on use of social media sites " must also be given due publicity in Fauj's recruitment ads in order to attract the young talent............then let's see how many deshbhakts come fwd for SSB's or recruitment

CSD was only for uniformed soldiers and slowly DRDO, MOD(DP) all Civilians have been given the privelages which only the soldier of a nation was accorded, Some thought needs to be put in to see how this got perculated and who are the beneficiary at first instance, Any rules and regulations have been circumvented to make all those intitially non entitled so called defence employees, Tomarrow, all Defence PSUs, Private firms manufacturing defence equipments will all ask for this concessions and privelages, Some action needs to be taken to stop all this major scandal going on

  22. Now a days, car dealers are offering huge cash discounts plus free insurance in which the CSD price and ex-showroom price of a car nearly equal. Then why we faujis are crying for it ? it is our habit that whatever the items available in CSD, we are purchasing it blindly without knowing the quality of the items. There are better options available in civil market to choose from variety of models, colours and well behaviour from the dealers.

    Your kind attention is drawn towards the term Pay Protection to the Ex Servicemen on joining PSUs.
    Nearly 47 ESM from three branches of Armed Forces (Army Air Force & Navy) have joined BSNL as Telecom Technical Assistant(TTA) through qualifying the recruitment exam.
    We have dedicated 18 to 25 Years service to the nation in armed forces but we are bearing a great loss on financial front since we are not granted Pay protection by BSNL and our Pay is fixed at the initial rate of the Cadre to which we belong.We have tried to approach the management through letter corres but thereisno reply from the mgt, every body is turning to deaf ear. Unions are not supporting ussince we are in minority in the str of 2.7 lac employees.We are such a juncture where the social resp are increased due to Edn,Home constuction and children marriage we are loosing at the financial front since we are not granted pay protection by BSNL.
    You are requested to guide us how can we be granted Pay protection while the other PSUs like BHEL,LIC of India,Nationalised Banks etc are granting Pay Protection to ESM re-employed in their org. If there is any Govt order regarding this kindly post to my Email Id rb_singh64@yahoo.com

  25. At Ahmedabad CSD depot only officers posted in Gujarat or having domicile from Gujarat are allowed to buy car.

    I am from Hyderabad, Andhra Pradesh and i would like to book car through CSD. When i contacted authorized dealer they said there is still not processing csd orders. Can anyone please confirm me if the ban has been lifted or not. Also is it possible to purchase car in another state csd and register in Andhra Pradesh. Appreciate your comments.

  28. I have been trying to contact the numbers given in the original message for 15 days now. I am certain that the phone is just lifted off the cradle and left on table. they do not want to attend to querries or inform about status or the expected date of giving the permission. Very frustrating.

    Few years back i wanted to buy a car through CSD, however i was denied on the grounds that cars are available to defence personell / ex servicemen who have served the forces at a specific rank.
    I have retired from indian navy after serving 10 years with the rank of Chief Petty Officer.

    Can i buy a car now with the new rules. Please can some one help and advise

  30. Yes u can buy a car.since u have served air force. There r no such new rules. Its just u need to have exp in serving in any stream. Fill up the form send to head quarters new Delhi , u will get sanction letter. By using that get the purchase order and give to the dealer . that's all uvwill get your car.

    the ban is not lifted. and i dont think there is a move for the ban to be lifted.
    it is nothing to do with budgetary constraint. more due to wrong pracs by our comrades who bought thro CSD and sold in civil to make some money.

  44. Thanks Maj Navdeep Singh for keeping us updated through your blog. Going through the various posts one is sure to get the impression that everything is not right in the car supply through CSD. Not only the cars other items supplied through the canteen have also been limited due to inflation and non-revision of the purchase limits for a long time. The CSD is no more a facility to the brave soldiers.

    I have applied for car permission on 13 Feb 2015. So far I have not received any information. Please provide me telephone number and email id.
    In Nov 2011 I had applied and I got reply in Apr 2012. By the time I bought a second hand car.
    This time I want to try my luck again to purchase a new car.
    This method of taking permission is very tedious. As we all have smart card they can make arrangement to make entry init.
