Increment as a one-time measure w.e.f 01 Jan 2006 : Pay and pension to be consequently re-calculated


Various staff organisations had time and again requested that those employees who were due to get their annual increment between February to June during 2006 may be granted an increment on 01 Jan 2006 in the pre-revised scales.

The Govt has finally decided to accede to the request and the orders to the effect stand issued by the Ministry of Finance for civil central govt employees. The same can be accessed by clicking here.

The following is the operative part of the order :

“…The President is pleased to decide that in relaxation of stipulation under Rule 10 of these Rules, those central government employees who were due to get their annual increment between February to June during 2006 may be granted one increment on 1.1 .2006 in the pre-revised pay scale as a one-time measure and thereafter will get the next increment in the revised pay structure on 1.7.2006 as per Rule 10 of CCS(RP)Rules, 2008. The pay of the eligible employees may be re-fixed accordingly…”

As is the general trend, similar orders shall be issued by the Defence and the Railway Ministries for their employees.

The cumulative arrears of pay and revised fixation of pension (in case of those who have retired) would now have to be re-calculated and released in case of affected employees/pensioners.

  1. well, very good news after a very very long time. it is all due to efforts of civilian associations fighting for the common good. what about defence services where only generals are supposed to fight for common good but they fight for themselves and amongst themselves. i hope armed forces are permitted to have a representative body, with certain restrictions, in the form of association for projection of legitimate demand and pursue the matter in a transparent manner.

  3. dear sir does this imply that those of us commissioned on 13may 2000 and with date of senirity at 10 jun 2000 with promotion date to major on 10 jun 2006 will get the additional increment

  7. Could someone amplify/explain as to and up to what extent would this benefit. I was due for an increment of 400 in Jun 2006 from 15900 to 16300, which was given to me. How does this change the equation.

  9. Dear Sir,

    I was due for promotion to Lt Col in May 06 and also for the annual increment.

    We were given an option to choose the 6th pay scales w.e.f 01 Jul 06 or from the date of promotion in May 06. The former option was more beneficial (since we got one increment along with it) whereas in latter case we would have to wait for one year three months to get the first increment, thus all of us chose the same.

    Is this new increment applicable to us

  10. Does it mean personnel due for increment from Jul to Jan will not get this benefit? Also will it not once again bring the senior junior pay anomaly?

  13. i think it is applicable to only those who got promoted between Feb 2006 to june 2006 as for the rest the CDA had fixed the pay as per the new pay band as on 1 -1 06 and then given next increment on 1-7-06

  16. The Railways have published their notification. But nothing is known about the defence forces. Has anybody got any idea. Please share any news about the same with the environment

  17. maj navdeep sir have you got any idea as to how much time AHQ will take to pass orders to CDA to grant one increment(in the pre revised pay scale) to those, whose date of increment was from feb-june prior to 01 jan 2006.

  18. The notification for armed forces has been issued vide GOI , MOD LETTER NO 1(5)/2012/D(Pay/Services) dt 01Aug2012. It simply states that MOF, Dep. of Expenditure OM d-------Dt 19Mar2012 will be mutantis mutandis applicable for Armed Forces personnel.

  20. letter regarding grant of one additional increment has been issued by the govt but for defence personnel it has not been issued yet by Min of Def side. other employees has already got the arrears, what about defence personnel.

  21. the pcda website has asked for the option for taking this increment. Why does the govt gives me the more beneficial option itself instead of asking me. by not taking any action on this am i going to loose anything.

  22. sir, i have retired from Indian Aor Force on 30.9.2006 my regular incement was in the month of april, so i have been denied the benefits of one increment, shall i get one increment on my pension basic??
