Firstly, the online
application form is now available on the official website of the Union Public
Service Commission. Officers desirous of applying may do so within time and
should start preparing as per the syllabi mentioned in the advertisement. It is
wished and hoped that there would be no dearth of encouragement from Commanders
at all levels for young officers willing to change the colour of their uniform.
Secondly, the MHA
could have done with some more homework and clarity on the eligibility
conditions. The advertisement makes DSPs with 5 years of service and Assistant
Commandants of the Para-Military Forces (sic) eligible for the examination
alongwith officers of the rank of Capt/Major from the defence services. Now it
is not clear from the advertisement whether the 5 year service condition is
applicable only to DSPs or to all categories of eligible officers. Also it would
be wrong to equate and treat at par all three categories. DSPs in some States
are Group B officers with Grade Pay 4800 (equivalent to Subedar Majors) while
in other States they are Group A with GP 5400 (equivalent to Lieutenants). On
the other hand, Assistant Commandants are Group A Officers with GP 5400
(equivalent to Lieutenants). Officers of the rank of Lieutenant in the Army with
GP 5400 have been made ineligible while much senior officers of the rank of
Capt (GP 6100) and Major (GP 6600) have only been made eligible for the
examination while their civilian peers would be much junior. Such chaos could
have simply been avoided if a plain eligibility stipulation of “05 years Group
A / Commissioned Service” had been envisaged resulting not only in equal
opportunity to all services but a uniformity in applications also. Perhaps the
MHA did not consult the States, the defence services and the CAPFs before
imposing a one-sided eligibility condition. It would be in the fitness of
things if the Services HQ could point this out to the MHA and the UPSC. Also,
all CAPFs have not been included and many of them have been left out, even the
advertisement strangely refers to CAPFs by its now-defunct nomenclature of “Para-Military
Forces”.
Thirdly, it would have
been better if the finer aspects of the service conditions
such as seniority and pay protection could have been clearly spelt out.
Though it seems
that efficient homework is lacking, I’m sure things would get sorted out in
the times to come.

It is not applicable for Short Service released offrs, the langue say continuous services. For the same i have spoke to the UPSC facilitation counter to inquire about Cadre Controlling Authorities will have to verify that they are

The notification says Capt/Maj and equivalent ranks in armed forces. While this is not known to many of the senior officers,so who can apply is a big question. I m an IAF officer with 8 yrs of service with Permanent commission,can PC officer like me also apply for the same?????

It doesnt seem to be a very lucrative offer after reading the report by Mr Kamal kant which is the basis of this entire process. It is primarily meant for secondary vacancies lying vacant in IPS cadre in which they dont want direct IPS offrs. It is a secondary job. Also there is no surity about maintaining the seniority and the pay bracket. It is totally mute on that issue. It turns out to be a very hazy picture. All in all, it shall be a second grade job from current job.Also there shall be a great discrimination between direct IPS and thru this, even in promotional aspects.So think before you take the plunge....

this ltd competitive exam for IPS will not benefit army officers.eligibility conditions are as per AO 27/87. according to this AO officers with only 2 yrs residual service can apply. so in the rank of capt/maj only SSCO are eligible. PC officers cannot apply at all.other terms and conditions in the ibid AO are LMC,superseded for promotion etc.
neither the MOD nor MHA is serious about inducting ARMY OFFRs in to IPS.
AO 27/87 is not even relevant to this situation.more deliberation required.

There's a letter issued by MS-7B on 15mar2012 regarding the eligibility criteria for regular & ss offrs. It says all regular offrs can apply as per policy vide para 2 of A027/87 if they meet any one of the following criteria:-
(a) 2 yrs prior to their complusory retirement for the rk held.
(b) Finally superseded offrs may apply as soon as info of suprsession has been recd.
(c) Placed in such a low med category as is unacceptable for retn in service.
(d) Those who have completed 18 yrs of service & not yet passed pard 'D' promotional exam or equivalent.
I dont think any offr with less than 35 yrs will meet any of the criteria except ser (c). for which upsc is notwilling to take lmc offrs.

While we may not have many reasons to be affected by the ever changing and migrating thought process of think tank of lesser mortals and more elite policy makers but definitely the righteousness in policy making does create a positive wave of hope and dream. More so, in a democratic nation one must have freedom to adept one’s thoughts to the ever changing needs and trends but such changes must come across as natural and not obvious.
Surprisingly, it might also be possible that the concerned authorities must have consulted Armed Forces before offering such a seemingly-bright-proposal to deviate the serving officers from their job to be jostling for such opportunities. However, to me such a possibility seems less realistic as no service will offer such an “open exit policy”. (Barring the few such as Mckinsey in the private sector and other MNC’s-pardon me if I am wrong), moreover, such offers definitely imply that Armed forces are less preferred a choice for the talented youth that Indian Police Services.
What about-for a moment- if we reverse the situation. Considering the shortage of officers in the Armed forces, what if we open the doors of induction for serving officers in the state and central services. First of all will the state government and respective departments agree? If they agree, do we will really see a lateral shift from civil to the armed forces? I am sure all of us know the answer.
The question here is definitely not about which service is better? It’s about induction policies. We must have induction policies which do not undermine the any cadre in particular and any service in general. If our aim is to uplift the mood of the masses for joining the Armed Forces, we must extend this opportunity to people who have already rendered their service to the nation rather than creating a quandary.
Amid such a quintessential paradoxical situation, it is certainly possible that we are heading to a more collateral damage situation than otherwise. One cannot deny that such a policy will certainly increase the burden on overall thought and working capital of the armed forces. I can see a long triple chase (not of Paan Singh Tomar) of hundreds of applications of serving officers to seek permission for appearing in exam- eventually leading disgruntlement. How? A service cannot allow the brightest to leave but at the same time cannot let the remaining to have a seemingly-good opportunity. Moreover, however hard one may try to streamline the in-house procedures for application to such examinations, either way it’s too quixotic a situation.
Considering the pros and cons of such an a policy, one thing is for sure that it’s a catch 22 situation for both the ends ( UPSC and Armed forces and paramilitary services). In such a situation, one must resort to basic thought process; as it is often said that too much of manipulations ultimately converge into the basic only.
So, let’s not take away this opportunity from the Retired Armed Forces and Para Military Services officers to prove their mettle yet again in the civil world. Making Retired Officer’s eligible (of course with eligibility conditions) will certainly pave the way for absorption of already groomed officers into the system. If we talk on the macro level, creating such opportunities for the Retired/SSC officers will prove to be a great motivation for the youth of our country who want to join our esteemed Armed Forces.

"The Ministry intends to recruit only such officers of SPSs, CPAFs and Armed Forces to the Indian Police Service through Limited Competitive Examination who stands in the parent cadre as on the date before joining the Indian Police Service and fulfill all other criteria also" it is a clarification on UPSC website.
ours is a democratic country and we despite being in the olive greens enjoy certain rights. In any case MS_7 rulings cannot supersede govt rulings, if they have done so then there can be a legal recourse.
in my opinion AHA dont have any moral and legal right to stop what the govt has granted.

It clearly indicates that in spite of clearly debarring offrs from appearing in this exam, the AO ‘ghundi’ has been shown to them. I would like to bring few persuasive points against these depressing directions by MS-7. At first glance the Armed forces would raise a question that we are also lacking in our manpower. But that would be very premature and short-sightedness. Following points should be taken into consideration:
(a) Army at par with IPS: Though Army is at par with IPS on papers but the ground reality is evident to everyone. Army offrs and PBORs find themselves helpless in any police action against him. The opportunity will put them practically at par with IPS offrs and they will get the same respect in civil as an IPS offr gets.
(b) Limited Vacancies means very limited effect: UPSC has released only 70 vacs per year and army would get only a small share of this vacs(maximum 20%) because navy, air force, CPOs and DSP of state police are also applicable fro ibid exam. Army should be magnanimous enough to spare this many offrs after their selection.
(c) Bulwark of Army pers in civil area: The offrs selected for these services would act as a bridge or helping hand between army pers and civil society. They will always have a soft corner for their own fraternity and would help all army pers in their civil disputes. This will boost up the confidence of other army pers.
(d) Confidence of young offrs: This opportunity will take the confidence of Young offrs to new heights. They will have a strong career option other than appearing for Staff college exam. The same is evident from the number of applications received by AGs branch or respective MS br.
(e) Increased furor for joining army: At present the brightest among the young generation want to join IPS in place of Armed forces. This exam will make Army at par with IPS and the army as an equally good opportunity. This will also improve the shortage of offrs in Indian Army and quality of candidate appearing for army entrance examinations.
(f) Equal opportunity in CPOs and State police: The CPOs and State police are encouraging their class-1 offrs to appear for this examination. The army should also provide equal opportunity to their offrs in this regard.
(g) Learning value and knowledge enhancement: The examination will test a candidate’s knowledge in various fields. The offrs appearing for this exam will have a great learning value, which will be utile for the organization.
My friends it is appalling to see that army has to resort to such means to stop its brightest from leaving clearly shows how the army has been treating the, they don't want to stay, being an ex nda,pc offr, i am doing reasonably well in my career . got instructor grading in all my courses till now, but given a chance i wll definetely quit army.so the top brass should maka a concsious decision, let the people who want to leave go; no use keeping bright disgruntled lads, who will be impediments in orgrather beeing an asset.

The Air Force has also put a filter in the applicants path by saying only SSC in their last year of engagement can apply and after selection they need to finish the tenure first or else they will not be given NOC.. Can someone tell me when the ARMY, Navy and air force are going to wake up... If they are preventing officers like this they are definitely going to burn there fingers as the oppurtunity to find a identity in civil would be lost..and we will keep writing letters only for a soldiers help to the Civil administration.....

our army chief is only interested in his own false pride and ego. He should have done something about this. Else other officers will also get a kick from govt like he is getting.
Air force has clarified that only officers of SSC in their last yr of service can apply( official copy seen ). Also have got the letter from under secretary MHA to the secretary MoD. Two critical issues that need to be seen before applying as per the letter
(a) Fixation of Seniority : The year of allotment will be the same as the year of selection( seniority starts as per the year of selection) and shall be placed BELOW the normal recruits through civil services exam and above State Police services.
(b) Fixation of Pay :Pay of these officers shall be fixed in the same way as that selected through CSE.
These two factors as per the official letter clearly indicate:
1. That a person gets no previous seniority.
2. Starts from the basic pay of a new recruit IPS officers
3. Shall be below the direct entry.
For a person with say 10 yrs of service this is going back by 10 years altogether. So need to think before applying...

I just went through some blogs and could easily make it that lots of young officer are desirous in appearing for limited ips exam. I cant really understand the policies of respective headquarters, whenever any beneficial decision is taken by the civil ministries the headquarters always impede and become an obstacle. They dont realise that they are just creating another means of resentment among the officers who are willing to try their mettle. Now onething is clear it is a UPSE exam and is not going to be cake walk, believe me it will be as tough as the regular UPSE civil services exam.Secondly the board is not bound to fullfill all the seats and only canidate fit in their grading will qualify.Thirdly there are just seventy seats and even if the arm forces guys put up their best show hardly 15-20 from army and 5-10 from navy and IAF will get through.so just to hold on 25-30 officers in three services why is the Headquarters piling up resentment of thousand of officers. SO i think this decision must be retrospected for benefit and liveliness of officers. I think most of us will keep cribbing throughout our life for something which we might have not succeeded if given a chance. So, why Headquartes and top echelons are unnecessarily becoming victim of so many officers ... Jai Hind

This LCE thing is a farce.. after having served as a first grade element in our respective services, this trap is gonna make you grade 2 citizens in IPS cadre. U see, your seniority will not be protected. After 8 or nine yrs of service,u'll be put junior to a fresher out of college who comes thru CSE. your seniority will be 2012 irrespective. Now, the IPS Babus are falling short of cannon fodder in Maoist affected areas. I'm sure these LCE guys are gonna be cannon fodder to save the skins of IPS guys. Its the army guy who'll be pushed into combat while CSE buggers shall have the cream in cities. You are being planned to be used a shield.. Your blood shall get them glory... Boys if u gotta fight them... fight them with your soldiers rather than with PANDU HAVALDAR...!! n yes.. how many of us can actually bear foregoing our service seniority just to become a second grade citizen in a different cadre.... I say it's not worth it...

Some body needs to clarify if seniority is being protected or not................Is the seniority starting from 2012??????????????that's outrageous............

Can someone who has forwarded his application for approval guide me as to the procedure for sending the application through proper channel to UPSC. I want to know the proper channel. Is it supposed to go directly to MS-7 after sign of the CO or other levels are also involved. Pl advice.
After obtaining NOC will the printed online application be submitted to UPSC by MS Br ? and how much time they r taking in processing?

The army,navy and airforce are all not allowing the PC officers to write the exam..........It's a sad state of affairs.........the idea is if we are stuck,how can you get out????Instead of making the service attractive, these guys are just stopping the disinterested officers from leaving......

There is recent development of some interest to all IPS Ltd Exam aspirants.A NGO have moved an application to stay the subject examination stating it is violation of right of equal opportunity Art 16 at Delhi High Court with full backing of IPS Associations of 23 states.Delhi High court have reserve its verdict till 28 th april.So all appearing candidates keep your finger cross.Wish u all Luck.
UPSC have receive total 11,500 hard copy of online forms including those who have gone to court and have deposited application along with court order copy.seats are 80 ,36 for General catergory and 44 for reserved category.

can PC offr write this exam ? Though i have filled the online form and even send the hardcopy contersigned by CO to UPSC.But i am not sure whether i should write it or not? if in case i clear will i be able to get release or the step will backfire leading to some official action.Pl clarify.

Many in mumbai and delhi have already attended classes for 2 months, bcoz they were aware of this likely opening before the notification and readiness of their HODs to release/allow them.
Fauj( Army,AF & Navy) was very co-operative towards its officers.. (how ? we all know)
Its a gr8 chance lost tis year due to mismanagement, this exam is not like CDS ... someone can give based on GK and without preparation. Plus Three days to be spared in this leave-hungry months of May.
Hope next year Faujis will grab all 60 seats,
so that some people in OGs will serve the people and also continue to do the nation proud !

my few frends from CISF & police were attending it,
fauj mei rehke kuch pata bhi nahi chalta.

I am a released SS offr working in a private company. I filled up the online application, and called up UPSC asking about the proper channel through which the application has to be sent. The guy at UPSC straight away told me that it's not for people who left the army already. He confidently said that it's for those who are still in service specified in the advrtsmnt. Then there was a notification too on UPSC website on the same. So, I gave up, I din't send the print-out form with necy documents. But I came to know that some of my coursemates who are released SS officers received their admit cards and are writing the exams. What is happening with UPSC. I never thought UPSC could create such blunder and what a confusion...!

UPSC as policy have not debarred anyone from taking up the Exam.Even candidates who have not deposited hardcopy got their admit card.Friend,it seemed you have not checked the e-admit card from site.
Else you could have also appeared for the same.
By which date the service has to be 5 years ?By the last date of filling application or the date of joing the service should be 5 years?Please some one reply
dear major navdeep ,my point is not regarding ips exam .this is regarding the official website of BSF,where army ranks are further downgraded.till what time we will let ourself get insulted.can it be published on a official website.action must be taken fast and corrected.

sir, its about eligibility for ips lce. I am retiring in july 13.can i be considered for the interview in case if i clear my preliminary exams. this year the results are publised in end jul. so next year i would have retired before the results..!

I am an ss officer having completed 06 yrs of service. i am aged 31 n half now. how can i apply n which route to follow. NOC has to be obtained before clearing exam or afterwards. The application will be sent via unit channel or through army Hqs.
