Flash News : Limited Competitive Examination for the Indian Police Service stayed by the Central Administrative Tribunal


It is learnt that the Hon’ble CAT, Cuttack Bench, has stayed the examination that was scheduled to be held later this month.

The interim order has been passed on a petition filed by promotee officers of the State Police Service on the ground that the said examination shall hamper their prospects for appointment into the IPS in the regular course.

  1. Not sure what the OPS officers angle is. In what way are their promotion prospects being hampered?

    33.5 percent reserve is anyway kept for promotion from State cadre. So there can be no complaint from that quarter.

    It is not the fault of the MHA, or the examinees that the Orissa Government has not considered it fit to appoint direct DSP's.

    And being promotees from the Non Gazetted cadre, they are a seperate class from the officers who are being examined for the LCE. They have no case, IMO. Probably been put up to it by the Orissa cadre IPS.

  3. Bad news that CAT have stayed IPS LCE.Background of story goes likke this-
    OFFRS of odisha have gone to tribunal stating they dont have direct DSP recruitment in state since 1976,since they are promotee from inspector rank,they will never be able to give exam due to age bar.And LCE will affect the state service offr quota which is 1/3 of ips quota of state.
    ALL state police services with backing of IPS are lobbying against this LCE as they dont want ARMY and CPO offr to become IPS offr because they are scared of us.
    WE definetly will have edge on them at least in interview.
    So i call upon all of you who want to give LCE ,lets go to court in protest of staying of LCE.
    Its our chance we should not let it get wasted.Our brothers in arm both -ssc and regular offrs have filed cases for relaxation in age as well as making regular offr eligible in calcutta and bombay highcourt.
    Lets get together and challenge this decision of CAT.

  5. Lobby is the most POTENT weapon. But in the Indian Armed Forces if we resort to this warfare, the country is doomed. Unfortunately the Political-Bureaucratic nexus will always play this game. Once in Armed Forces we can resort to only one weapon that is by dedicated efforts to each approach by ethical means. Never compromise on your rights but fight it out in a dignified manner. Slow and steady wins the race BUT ALAS the Soldiers MOOL MANTAR is COUNTRY comes first and always which most of the Non Faujis dont appreciate. God Bless

  6. one must do justice to the service in which we presently are and then think other things... The top brass will not let the trained officers of indian army to just side step into civil services and that too for what cause... (We all know that)... In any case there is no parallel absorption agreed upon by the MHA.... So what's the point???... Officers of the age group who can side step to civil services need to understand that they are into the finest of the org in the world... If u don't believe just watch for a policemans actions for 10 mins anywhere Or for that matter in movies or news.... And compare urself... If u can perform worst than him only then r u fit to remove urs wear his Uniform... Jai Hind

    army is also equlayy corupt are bad likem IPS.

    Starting from ration to vehicles... there is so much of corruption n misuse...
    its only those who are not having a chance at this exam due to age or courage are spreading these rumours n desh-bhakti ke bhashan.

    if you want to serve the country n people, police is also a very good organisatioin...


    sycophancy n corruption is equally there in fauj ... period !!

    its not the junior lot to be blamed, its the tradition bestowed to us by our senior lot !!

  8. The reason why people are giving the exam is because out Top Brass was only bothered about their brass.If they cannot leave Officers, then going to court is the only option.

  9. WHY you guys are maligning the image of organisation.Issue here is not about who is better or who is corrupt.
    Issue here before us is - our rightful rights.If offrs of CPO and state police are allowed and govt of india have notified.Then why to hinder the process by intangling red tapisim and behaving like beaurocracy.WE ALL CALL US BROTHER IN ARM.Then WHY elder Brothers WHO ARE AT POSITION OF DECISION MAKING NOT TAKING CARE OF YOUNGER ONES.
    I tell you this exam is not easy and with coming years it will be more tough.
    Out of 70 seats .... 50 percent are reserved and 50 for general category.
    I bet out of both category this year we will have not more then 5% selection in each category.
    So why such hue and cry,org should show magnaminous attitude.
    It will build trust.....n reap rich dividend.rather making so many PC officers heart burn .....some wise step could have been taken by ARMED force HQ.

  10. you are ryt.... corruption is a question of chance in most cases......everybody is doing his job from a chaprasi to the president...and everybody like to grow in life except few foujis who are happy with their sfternoon siesta....bahar kaam karna padtha hain....if you have it in you plz try....clear and then dont go...set an example to others that i can clear...i have it in me....but i am a hard core fouji....and definetely many will follow...till then just stop giving advices

ARMY TOP BRASS SHOULD VAKE UP AND ALLOV THEIR OFFRS TO TAKE THE EXAM IF THEY PERMIT OR NOT IT IS BY LAV OFFR CAN APPEAR AND JOIN THE POLICE IF THEY VANT AS IT IS THEIR DEMOCRATIC RIGHT AND AND IT CAN BE EASILY VON IN THE HONBLE COURT SO ALL OFFR PL STEP FVD AS MS 7 OR ANYONE VHO R OPPOSING THESE ORDERS FROM GOVT VILL BE IN TROUBLE IF SAME THING PUT IN FRONT OF THE COURT REGARDS

  13. the reluctance of the Armed forces to allow its officers to appear in the LCE IPS is unwarranted and condemnable.how ridiculous it is to refer AO 27/87 for appearing in the exam.top brass are not even bothered to go into the details of the exam notification.with this kind of crass top brass officers how can we compare ourselves with IPS officers.
    Once again Army has proved its inferior status. let us hope before next year exam all these nitty- gritty will be solved and we can appear in the exam.

  15. I saw a comment by one of our ardent sp of our top brass mentioning all the ppl (Suckers) selected will get posted to most affected places etc etc...
    I am really surprised that this gentleman seems to be knowing more than MHA who have not yet declassified the cadres... when army exploits the same offr in name of inf attachment were in the unit gets posted out and indl is sidestepped to neighboring unit , tenure of RR for all service offrs those who are championing the cause need to look in themselves b4 making such claims

    I think this gentleman is "very well connected" with connection in MHA.thats why he knws .... people can refuse to serve in places of dislike.some hindi plot are we talking here ?????????? how ridiculousss.seems he was under stress for not passing part B exam from last so many years :)

  18. good score !!!!! mine is 210-220 +. Dont know whether it is sufficient enough to get interview call.Actually its hard to predict.one section says ...average is 180-190 other says ppl are getting 230-240.
    so its a wide range.lets hope for best.

  19. scores coming out are 220 -230 of ppl which i know.They are saying this year paper 1 n paper 2 both were easy.as far as ips lce is concerned few cpo offrs who hv prepared at coachig in delhi are claiming to get same score as IAS aspirants.However time frame for both LCE and IAS are different.One should forget that we hardly get 2 months time.lets see .
    Any idea when result will be out ??

    GUWAHATI: The Central Administrative Tribunal (CAT)'s Guwahati bench on Monday extended the interim stay order on the proposed recruitment of IPS officers from the Army and central paramilitary forces through the limited competitive examination till July 23.

    The tribunal extended the period after the Centre, Union ministry of home affairs, ministry of personnel, public grievances and pensions and other respondents pleaded for more time to file the counter-affidavit in the case.







    Earlier, the tribunal had asked the respondents to file replies by June 18. The stay order had come after six officers of Assam police challenged the amendments of the Indian Police Service (Recruitment) Rules, 1954, made by the Centre for the recruitment of IPS officers through limited competitive examination to fill up vacancies of IPS officers across the country.

    "The tribunal extended the interim order as the respondents failed to furnish the reply affidavit within the given time frame and sought more time. Some of the respondents said that they are yet to get the instructions and will need more time to react on the order," said Rajib Borpujari, counsel of the petitioners.

    The six police officers, who challenged the amendments, are Swapnaneel Deka, Amitava Sinha, Sanjib Das, Bedanta Rajkhowa, Devajyoti Mukherjee and Mantu Thakuria and are the officers of the rank of Deputy Superintendent of Police (DSP) or above in Assam Police.

    The petitioners had challenged the amendments saying that the state governments can fill up the vacant posts of IPS officers if needed from the existing pool of qualified officers of the State Police Services.

    "It's a known fact that there are a lot of vacancies for officers in the Army. If the government wants to shift army officers to fill up IPS vacancies, then it's again going to add to more vacancies in the Army thus creating another problem for the government. Moreover, military officers are specialized in their own areas and it's quite different from normal policing," said Amitava Sinha, a petitioner.

    Sinha added that IPS officers have two categories and the new amendment is going to create a third category.

    The tribunal also directed the Centre not to make any appointment without taking leave of the tribunal. In 2011, Prime Minister Manmohan Singh had approved ground rules for the limited competitive examination to recruit IPS cadres from officers below 35 years, serving in armed forces, as well as central and state police forces.

    that way you have Topped India with 2 month of preparation.
    ALS coaching student which have cleared last year IPS and didnt join ,this year have anticipated 245 marks in CSAT 2012.you must try for regular civil services seeing your tremendous potential.all the best.

Result is being delayed due to communication gap between UPSC and MHA.UPSC has prepared result but they want written communication from MHA to publish the result which MHA is non committal.I am sure delay in result will bar many of us even after clearing the exam as army will give release only after final result which will take min 2 months from date of putting papers.
    training for IPS will commence from Nov/Dec 12.
    so each one should get in touch with MHA through all possible 'Channels'and try to push the matter.

CAT guwahati invalidated the lateral induction.MHA moving to HC.gujrat HC reserved its verdict.......... its a row which will continue for long.All those who planning to give nxt attempt should forget about preaparing as its going to be futile ...just waste of time!!! concenterate efforts in other dirns SS officers ...sincere advise.

  44. As govt has decided to conduct a separate regular examination from 2014,limited exam has been reportedly scrapped according to a reliable insider source.So the 2012 results are not likely to be declared.

    you may be knowing that CSE prelims and IPS limited exams are held together as per the scheme of exam.There is no point in deciding a date for this.Besides,2013 notification has not been published due to the reason that this third option is no more a viable option.It is not rumor.It is from reliable source.It is up to you whether believe it or not.
