Govt issues orders related to grant of 100% Composite Transfer Grant to personnel of the Armed Forces

The Ministry of Defence has issued orders related to release of 100% Composite Transfer Grant to personnel of the defence services as far as it relates to Paragraphs 67 (c) (i) and 70 (d) (ii) of the Travel Regulations.

Composite Transfer Grant (CTG) related to the above paragraphs shall now be “one month’s pay” and the revised rates are effective with effect from 01 September 2008, that is, the day the Sixth Central Pay Commission recommendations were accepted.

Officers affected by connected movement on or after 01 September 2008, including those who may have retired in the interregnum, may float/re-float claims to the effect.  


Clarifications, if any, may be sought from the Army HQ (Mov C) or may be placed in the comments section of this post.

As per 6th CPC CTG = basic pay+ Gde pay +MSP + NPA ( for Docs).Now as per this letter is DA also included.Pl clarify.Regards

If so we have to fwd supplementary claim to CDA,,, have CDA got these orders.. I don't find it on CDA site

The current CTG is also one month's pay. We could not appreciate what difference this new order could bring in to effect? Clarification on the issue or posting of copy of the MoD order would be appreciated. Thanks Maj Navdeep sir.

Restoration of 100% Commutation of Pension

I had taken premature retirement in 1989 and had taken 100% commutation of pension. In 2004 only a part of the pension was restored.

As per Pension Rules, the commuted portion of pension is be restored ( 10 A. Central Civil Services
(Commutation of Pension) Rules,
1981
(Last Amended Date : 06/06/2013) Restoration of Commuted Pension –
“The commuted amount of pension shall be restored on completion of fifteen years from
the date the reduction of pension on account of commutation becomes operative in accordance
with rule 6:)


Plz confirm if I have a legitimate right to ask for 100% restoration of pension.

For the people who commuted 100% the restored pension is only 1/3

Old CTG = BP+MSP+GP

New CTG = BP+MSP+GP+ %DA*(BP+MSP+GP)

Supplimentary claims need not be filed. CDA(N) will issue the orders so that balance amount is automatically credited in the forthcoming SE.

I hope this clarifies everyone's doubt.

I Think it might even be a negative impact since the TR mentioned includes the baggage allowance. and if that is no longer applicable then there is a lot of loss we are staring at.

Revised order to grant 100% CTG to service personnel moving on permanent transfer from one HQ station to another situated at a distance of 20 Kms or more involving change of residence bridges the difference made between married and single.Earlier provision to grant 80% CTG to those not possessing family stands abolished with the issuance of present order. Secondly the 'Pay' for the purpose of CTG does not include 'DA' as doubted by many. It includes Pay in the Pay Band +Grade Pay + MSP + NPA(medical officers) + 'X' group pay (PBORs)+ Classification Allowance (PBORs Sgts and below)

Message on PCDA website
Revised entitlement of CTG w.e.f. 01/09/2008 is one months pay. A clarification as to whether Dearness Allowance (DA) includes for payment of one months Pay as CTG and also applicability of 100% CTG for unmarried officers moving single or with dependents parents etc have been sought for.Suitable message will be posted on website on receipt of clarification.

Latest on CTG quoted from CDA site 'Married Officers moved single on permanent move after 01/09/08 and admitted CTG @ 80% of Basic Pay by PCDA(O), may submit supplementary bills for balance of 20% CTG, comprising of Pay in Pay Band+Grade Pay+MSP+NPA if any. DA is not an of element of Pay for calculation of CTG'

Question is, have we been shortchanged again by distorting the definition of pay by the Govt/

As per the CDA web page 100% ctg is ony for married personel but the letter mentioned that its for everyone weather moving single or with family. Plz clearify the issue as CDA as rejected the claims.

CDA is rejecting the claims for single offrs . If an OR moves on a permanent posting he gets full CTG as 100% but if an officer who is not married moves on permanent posting is still getting only 80% of CTG , what an anomaly in the decision. sir you are requested to pl take up a case for benefit of all.
