Seventh Pay Commission Gazette Notification (Updated)

The Gazette Notification for the implementation of the recommendations of the Seventh Central Pay Commission has been published by the Government of India, Ministry of Finance.

The said notification primarily deals with civilian employees but there are elements common to both civil and defence staff. There is also a mention of some military modalities in the notification. Additionally, the appointments of Commandants of the National Defence Academy, Defence Services Staff College and the National Defence College would be examined for  upgradation to the Apex Grade as applicable to Army Commanders (GOsC-in-C) and equivalent in other two services/Secretary to Govt of India. 

Detailed notifications for defence and railway staff shall be issued by the respective ministries in due course.

  1. Maj Navdeep, at first glance, it looks to be only for civilians. Defence is not mentioned anywhere in the notification.

  5. Sir, would a simple calculation mean that starting 01 Aug, the Pay (Referring to juat a personal example only) would be:-
    (Existing Basic - 23930/-) + (Grade pay - 6600/-) X 2.57 = 78421/-

    plus (MSP - 15500/-)= 94,000/-

    IOs That it Sir or am I missing something?

  7. Why Commandants of NDA, DSSC and NDC but not of the service academies? Also, are these officers performing a function more important than Corps Commanders, Chiefs of Engineers, Chief Signals officers, etc? No sense to these proposals, other than that they have to deal with Civilians.

  8. Major Navdeep, can u clarify the following please;;

    will pay of Civilian Group A officers with NFu increment and increased grade pay be multiplied by 2.57. also, will column for Rs 10000 grade pay be utilised for fixing pay and subsequent increments just because the civilian group A officers were holding NFU post of 10000/- grade pay. This will amount to these being considered as a Joint Secretary rather than Directors. Also, how Directors are given grade pay of 10000 and why not given grade pay of 8900 which exists in the pay matrix for civilian officers. Too many loopholes seem to have been left in the Resolution in my view.. hope -I am wrong..

  9. The "Resolution" also published in the Gazette says that status quo will be maintained on NFU and retirement age of paramilitary forces, among other issues.

    Defence pay matrix will have additional levels at Lt Col, Col and Brig levels. A fitment factor of 2.67 will apply to Brig.

  10. Commandants of the National Defence Academy, Defence Services Staff College and the National Defence College have NOT been upgraded to the Apex Grade. Please see para 10 of Resolution No 246 dated 25 July. This case will be seperately examined Department of Personal and Training for taking comprehensive view in the matter.

    also so many other aspects related to payment of arrears
    disability pension etc

    I see a straight forward anomoly in matrix of GP 8700 and GP 8900. The corresponding pay of civil is only 100 rs more in equivalent fitment, eg for fitment of 169000 for civil in table 13 equivalent for defence is 168900. effectively will always be junior by one year to corresponding civil employee. If GP is same, in same payband of 6 cpc the matrix cannot be different as it is made with a fixed multiplication figure.

    Simple maths (BP+GP)x A is same as BPxA + GPxA .Fitment might change. Any thoughts ??

    Dear Maj Navdeep
    The Gazette notification of the 7 CPC mentions the date of last pay as 31 Dec 2015 before multiplying it by Factor 2.57. Here the DA was 119 %.
    The notification for central civil services mentions the date of last pay as 01 Jan 2016 before multiplying it by Factor 2.57. Here the DA was 125 %. Is it a clerical error or an intentional deliberate mischief by the civil bureaucrats to gain an edge by fraudulent means. Please through some light on this anomaly.
    What date of last pay would be in the notification by the Ministry of Defence ?

  18. After fixing the pay as on 01jan16 the next increment of 3% will be from 01jul16 or one has to wait for one year and will be given from 01jan 17

    Now is there any difference between Col (S) and Col(TS) now. Earlier also both were getting same grade pay. Then why disparity among them in services for postings, status etc.

  24. leaving aside first, all ranks in def forces have multiplication factor of 2.67 and above except level 12a and 13 pertaining to Lt. Col and Col. why are they left out and they alone are discriminated? it will be shame if they alone are discriminated in this manner.
