Some positive developments
on the tribunalisation front.
The Government, it seems, is
finally making concrete moves to place all tribunals under the nodal control of
the Department of Legal Affairs under the Ministry of Law & Justice.
Rationalisation and merger of various tribunals is also being considered. The
process to rationalize 36 tribunals and reduce the number to 18 is going to be effectuated
in three phases.

The Armed Forces Tribunal
(Amendment) Bill, 2012, is also under consideration of the Rajya Sabha for the
current session. The Bill confers the powers of civil contempt on the AFT,
besides rationalizing the tenure and retirement ages of Members and abrogating
the system of reappointment to ensure independence.

Is it possible to know the grounds of the Army opposition to the amendment, initiated in 2012, and referred to a Parliamentary Committee ?
